Iranian authorities promised that Najafi\u2019s medical treatment would continue after his visit to an out-of-prison medical center, however since his return to prison he has been unable to continue as the necessary medical treatment is not available there.\u003C\/p\u003E\n\n\u003Cp\u003EAuthorities first \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2018\/02\/13\/iran-investigate-suspicious-deaths-detention-release-activists\u0022\u003Eprosecuted Najafi in reprisal\u003C\/a\u003E for his role in exposing a protestor\u2019s death in custody in January 2018 and reporting that the victim\u2019s body bore marks of torture and other ill-treatment. Since then, Najafi has been mostly behind bars and has \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2018\/12\/13\/iran-escalating-crackdown-lawyers\u0022\u003Efaced several new charges\u003C\/a\u003E for peaceful dissent including \u201cpropaganda against the state.\u201d\u003C\/p\u003E\n\n\u003Cp\u003EUnder the United Nations Standard Minimum Rules for the Treatment of Prisoners, known as the Mandela Rules, prisoners who require specialist treatment should be transferred to specialized institutions or to civil hospitals.
