Scores of people who spoke to Human Rights Watch in Harare expressed concerns that violence could break out at any moment given delays in announcing the results of the closely contested election between incumbent Emmerson Mnangagwa of ZANU-PF and MDC Alliance leader Nelson Chamisa.\u003C\/p\u003E\n\n\u003Cp\u003EAt day\u2019s end, the Zimbabwe Electoral Commission (ZEC) had announced just a few parliamentary election results, with the ZEC chairperson, Justice Priscilla Chigumba, committing to release all results within the required five days.\u003C\/p\u003E\n\n\u003Cp\u003ETendai Biti, a leader in the MDC Alliance party, raised concerns about possible rigging or manipulation of the vote citing the alleged failure by the ZEC to publish V11 forms outside polling stations in 25 percent of polling stations across the country, as is required by the electoral laws. V11 forms are the official records for each polling station that show the total number of votes received by each candidate. Biti told the media that his party will not tolerate any manipulation of the results.\u003C\/p\u003E\n\n\u003Cp\u003EZEC Chairperson Chigumba earlier today told the media that she was \u201cabsolutely confident\u201d that no rigging or stealing of the vote was taking place.\u003C\/p\u003E\n\n\u003Cp\u003EHundreds of MDC Alliance supporters gathered outside their party headquarters in Harare where they sang songs of celebration in anticipation of electoral victory.
