People in Charlotte have been \u003Ca href=\u0022http:\/\/www.usatoday.com\/story\/news\/nation\/2016\/09\/22\/state-emergency-charlotte-protests-continue-second-night\/90825016\/\u0022\u003Eprotesting the shooting\u003C\/a\u003E since Tuesday.\u0026nbsp;\u003C\/p\u003E\n\n\u003Cp\u003EDonald Trump \u003Ca href=\u0022http:\/\/www.cnn.com\/2016\/09\/21\/politics\/trump-police-shooting-response\/\u0022\u003Estated\u003C\/a\u003E that he was \u201cvery troubled\u201d by the shooting of Crutcher. Hillary Clinton \u003Ca href=\u0022http:\/\/www.cnn.com\/2016\/09\/20\/politics\/terence-crutcher-tulsa-shooting-hillary-clinton\/\u0022\u003Etweeted\u003C\/a\u003E that the shooting of Crutcher was \u201cintolerable.\u201d\u003C\/p\u003E\n\n\u003Cp\u003EThe candidates would do well to explain on Monday what, realistically, they each plan to do on the broader issues surrounding these incidents. Whoever is elected in November will need to tackle the issue of the excessive use of force \u2013 sometimes deadly \u2013 by police in the US. Police officers have rarely been held accountable for these abuses, and the victims are often black men.\u003C\/p\u003E\n\n\u003Cp\u003ESolutions to these problems lie, for the most part, at the state and local level. But there are important steps the new president can take. One is to increase efforts to deal with racial bias among police. \u201cThey\u2019ll stop them just for being black,\u201d a Ferguson, Missouri woman \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2015\/03\/17\/why-are-us-police-departments-still-race-biased\u0022\u003Etold Human Rights Watch\u003C\/a\u003E at the height of the 2014 protests there \u2013 a complaint heard in communities across the country. Proposals to \u003Ca href=\u0022http:\/\/www.civilrights.org\/publications\/reports\/racial-profiling2011\/the-end-of-racial.html\u0022\u003Eaddress racial profiling\u003C\/a\u003E by police \u003Ca href=\u0022http:\/\/www.ibtimes.com\/end-racial-profiling-act-2015-democratic-us-lawmakers-re-introduce-minority-1892669\u0022\u003Ehave repeatedly failed in Congress\u003C\/a\u003E.\u003C\/p\u003E\n\n\u003Cp\u003ETransparency is a big issue. We still don\u2019t know how many people are killed by police every year, or what proportion of them are black, because the US government hasn\u2019t found a way to \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2015\/03\/06\/dispatches-us-needs-better-data-police-killings\u0022\u003Ecorrectly\u003C\/a\u003E \u003Ca href=\u0022http:\/\/www.thedailybeast.com\/articles\/2016\/09\/12\/states-hid-cop-killings-from-feds-and-violated-the-law.html\u0022\u003Etrack\u003C\/a\u003E this data. A new president can put more resources into data collection, and create more incentives for law enforcement agencies to track and share it.\u003C\/p\u003E\n\n\u003Cp\u003EFinally, holding law enforcement accountable for improper use of force is a persistent challenge \u2013 Human Rights Watch \u003Ca href=\u0022https:\/\/www.hrw.org\/legacy\/reports98\/police\/uspo14.htm\u0022\u003Edocumented these difficulties\u003C\/a\u003E in 14 US cities back in 1998. Almost 20 years later, \u003Ca href=\u0022http:\/\/fivethirtyeight.com\/datalab\/ferguson-michael-brown-indictment-darren-wilson\/\u0022\u003Ethe\u003C\/a\u003E \u003Ca href=\u0022http:\/\/www.motherjones.com\/politics\/2015\/12\/grand-jury-does-not-indict-cop-who-killed-tamir-rice\u0022\u003Esame\u003C\/a\u003E \u003Ca href=\u0022http:\/\/www.wsj.com\/articles\/police-rarely-criminally-charged-for-on-duty-shootings-1416874955\u0022\u003Eobstacles\u003C\/a\u003E \u003Ca href=\u0022http:\/\/www.nytimes.com\/2014\/12\/08\/nyregion\/grand-juries-seldom-charge-police-officers-in-fatal-actions.html\u0022\u003Eremain\u003C\/a\u003E.
