Rather than shedding light on how many civilians were killed in attacks, however, \u003Ca href=\u0022https:\/\/www.thebureauinvestigates.com\/2016\/07\/01\/obama-drone-casualty-numbers-fraction-recorded-bureau\/\u0022\u003Ethe data raised more questions than it answered\u003C\/a\u003E. The administration reported that in 473 strikes from 2009 through 2015 outside areas of active hostilities \u2013 defined as Afghanistan, Iraq, and Syria \u2013 the United States killed up to 116 \u201cnon-combatants\u201d and up to 2,581 \u201ccombatants.\u201d But the data did not provide tolls by attack, country, date, or even year, making it impossible to learn details about any particular strike.\u003C\/p\u003E\n\n\u003Cp\u003EThe data also does not reveal how many civilians \u2013 if any \u2013 were killed in attacks that violated international humanitarian or human rights law. The US should make such information public, along with the findings of investigations into strikes that may have been unlawful and whether US security force personnel found responsible were disciplined or prosecuted, as international law requires.\u003C\/p\u003E\n\n\u003Cp\u003EWhatever the outcome of the election, drones will likely continue to be a central element of US counterterrorism policy. The next president should, at minimum, make the program not only more transparent, but accountable. That means public acknowledgment of strikes and credible investigations into allegations of civilian harm.
