Published last year, this data rattled the European public and policymakers. But it shouldn\u2019t have: the \u003Ca href=\u0022http:\/\/www.who.int\/mediacentre\/news\/releases\/2013\/violence_against_women_20130620\/en\/\u0022\u003EDirector-General of the World Health Organization\u003C\/a\u003E (WHO) has called violence against women a problem of \u201cepidemic proportions,\u201d and Europe is no exception. \u003Ca href=\u0022http:\/\/www.heuni.fi\/en\/index\/researchareas\/violenceagainstwomen\/internationalviolenceagainstwomensurveyivaws.html\u0022\u003EResearch\u003C\/a\u003E has long shown that no social or economic group is immune to violence against women, particularly domestic violence. Many in high-income countries, however, cling to the myth that it only happens \u201cover there,\u201d in places where conflict rages and poverty can\u2019t hide.\u003C\/p\u003E\n\n\u003Cp\u003EYet this is truly a myth: the WHO \u003Ca href=\u0022http:\/\/www.who.int\/reproductivehealth\/publications\/violence\/9789241564625\/en\/\u0022\u003Eestimates\u003C\/a\u003E that 25.4% of women in the European region experience violence from intimate partners. Such violence is often brutal. In \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2013\/11\/06\/hungary-chronic-domestic-violence\u0022\u003EHungary\u003C\/a\u003E, \u201cElvira\u201d (not her real name) told Human Rights Watch her husband grabbed her wrists, dragged her to the door, and threw her off a balcony. In \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2011\/05\/04\/turkey-women-left-unprotected-violence\u0022\u003ETurkey\u003C\/a\u003E, \u201cZelal\u201d described an attack by her ex-husband: \u201cHe held me, I screamed \u2018Let me go,\u2019 and he started beating me\u2026. He pulled my hair and covered my mouth, and he dragged me to my house\u2026. This is a start, but it must be accompanied by clear benchmarks and strong reporting and evaluation mechanisms that hold states \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2015\/07\/22\/post-2015-outcome-document-redlines-and-proposals-follow-and-review\u0022\u003Eaccountable\u003C\/a\u003E for taking steps to eliminate violence against women.\u0026nbsp;\u003C\/p\u003E\n\n\u003Cp\u003EViolence against women threatens the rights to life, health, physical integrity, an adequate standard of living, and non-discrimination, among other rights enshrined in international treaties. The \u003Ca href=\u0022http:\/\/www.un.org\/ga\/search\/view_doc.asp?symbol=A\/RES\/67\/144\u0026amp;Lang=E\u0022\u003EUN General Assembly\u003C\/a\u003E has stated that, as well as violating women\u2019s human rights, violence against women \u201cimpedes social and economic development.\u201d Governments have not only a moral imperative to end violence against women, but an economic one. Health care, social and legal system expenses related to such violence, and women\u2019s lack of economic participation due to injuries, are costly. Despite political commitments, countries such as Belgium, the Netherlands, and the \u003Ca href=\u0022https:\/\/www.hrw.org\/news\/2015\/07\/31\/dispatches-uk-promises-wont-end-violence-against-women\u0022\u003EUK\u003C\/a\u003E have yet to ratify.\u003C\/p\u003E\n\n\u003Cp\u003EAs a new global policy agenda, the SDGs can spur reluctant states into needed action on violence against women.
