It leads the developed world in the number and percentage of children it locks up, it also sends an extraordinary number to \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2013\/03\/11\/letter-inter-american-commission-human-rights-examine-incarceration-youth-us-adult\u0022\u003Eadult jails and prisons\u003C\/a\u003E. Children as young as 13 may be subjected to \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2013\/04\/11\/ban-solitary-confinement-youth-care-federal-government\u0022\u003Esolitary confinement\u003C\/a\u003E for weeks or months in adult facilities, isolated for 22 to 24 hours a day, denied books and education as well as exercise and family visits. \u201cThe only thing left to do is go crazy \u2013 just sit and talk to the walls,\u201d a youth confined in Florida told Human Rights Watch.\u003C\/p\u003E\n\n\u003Cp\u003EWorldwide, children in immigration detention may also be held for months without access to education, as Human Rights Watch has documented in \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2013\/11\/10\/egypt-syria-refugees-detained-coerced-return\u0022\u003EEgypt\u003C\/a\u003E, \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2013\/06\/24\/indonesia-children-seeking-refuge-find-abuse-neglect\u0022\u003EIndonesia\u003C\/a\u003E, \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2014\/11\/21\/squalid-detention-centres-are-no-place-children\u0022\u003EThailand\u003C\/a\u003E, and elsewhere. \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2015\/04\/09\/australias-detaining-migrant-children-denounced-again\u0022\u003EAustralia\u003C\/a\u003E\u2019s Christmas Island detention center offered no schooling for child asylum seekers for a year. We\u2019ve seen similar abusive practices in \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2015\/07\/08\/opinion-love-mercy-croatian-way\u0022\u003ECroatia\u003C\/a\u003E, \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2015\/06\/29\/torture-comes-many-forms\u0022\u003EGhana\u003C\/a\u003E, \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2014\/11\/18\/dispatches-greece-no-excuse-caging-children\u0022\u003EGreece\u003C\/a\u003E, and \u003Ca href=\u0022http:\/\/www.hrw.org\/news\/2014\/12\/03\/interview-locked-institutions-no-way-out\u0022\u003EIndia\u003C\/a\u003E, to name just a few.\u003C\/p\u003E\n\n\u003Cp\u003ETo say these practices are counterproductive is an understatement.
