US Program researcher Corinne Carey spent several weeks in September and October 2005 in Louisiana investigating abuses against people who were incarcerated when Hurricane Katrina hit the Gulf Coast. The work of the US Program on these issues can be found here .

While there, she taped an interview with Roeshawn Addison, a 24 year-old man who was serving a 10 day sentence in Orleans Parish Prison for trespassing. Addison describes being trapped in the flooding jail, and then being held a month past his release date due to the post-Katrina shut down of the region's legal system.
