الغارات الجوية المتعمدة والعشوائية على المدنيين

يستند التقرير إلى زيارات لخمسين موقعاً لغارات جوية حكومية على مناطق تسيطر عليها المعارضة في محافظات حلب وإدلب واللاذقية، وأكثر من 140 مقابلة مع شهود وضحايا. أسفرت الغارات الجوية التي وثقتها هيومن رايتس ووتش عن مقتل ما لا يقل عن 152 مدنياً. وطبقاً لشبكة محلية من النشطاء السوريين، قتلت الغارات الجوية منذ يوليو/تموز 2012 أكثر من 4300 مدني في شتى أنحاء سوريا.
