In many cases these laws contribute to homelessness, hunger, and ill-health for divorced or separated women and their children. The United Nations Development Program (UNDP) and the World Food Programme (WFP) have recorded significantly higher levels of food insecurity and poverty among female-headed Bangladeshi households.

    Human Rights Watch shares the High Commissioner's concerns about serious ongoing abuses in Arakan and Kachin State in Burma. The Rohingya situation, as well as serious abuses arising out of the ethnic armed conflict in Kachin State, reinforce the need for the Government to invite the High Commissioner's office to set up an office in the country. Human Rights Watch is also concerned about the continuing deterioration of the human rights situation throughout Mali and urges the Human Rights Council to encourage OHCHR to set up a presence in the country and to continue to report on the situation in the country as a whole.

    The practice of female genital mutilation continues in the Kurdistan region of Iraq a year after a landmark law banning it went into effect because the Kurdistan Regional Government has not taken steps to implement the law. The Family Violence Law, which went into effect on August 11, 2011, includes several provisions to eradicate female genital mutilation (FGM), recognized internationally as a form of violence against women.

    Syrian government forces have used sexual violence to torture men, women, and boys detained during the current conflict. Witnesses and victims also told Human Rights Watch that soldiers and pro-government armed militias have sexually abused women and girls as young as 12 during home raids and military sweeps of residential areas.
