The government appointed people allegedly guilty of serious rights violations to senior positions. It said it would grant amnesties for those accused of war crimes, and moved to withdrawal such cases currently before the courts. Positively, the government passed a caste-based Discrimination and Untouchability (Crime and Punishment) Bill to protect Dalit rights, and it took steps to ensure legal equality for lesbian, gay, bisexual, and transgender people. Drafting a constitution to address longstanding political, social, ethnic, and economic inequalities has been stalled due to political instability.
