Acknowledgements

This report was written by Norma Kriger, consultant to the Africa Division of Human Rights Watch, based on her research conducted in the Limpopo province of South Africa from late April to early May 2006.  Professor Erika George, consultant to the Africa Division, wrote sections of the report on international and constitutional law.  It was edited and reviewed by Georgette Gagnon, deputy director of the Africa division; Bill Frelick, director of refugee policy, and Steve Kass, chair of the Africa division advisory board.  Loubna Freih, Geneva advocacy director, and Peter Takirambudde, director of the Africa division provided valuable insights and helpful comments.  Wilder Tayler, legal and policy director, and Ian Gorvin, consultant to the program office, also reviewed the report.
