This report was written on the basis of field
research carried out in Diyarbakir and Bingöl provinces
in November 2004, and through further telephone and written inquiries carried
out in December 2004. The information was gathered from interviews with
displaced people, government officials and nongovernmental specialists. The
report was researched and written by Jonathan Sugden, Turkey Researcher in the
Europe and Central Asia division of Human Rights Watch. It was edited by Ben
Ward, special counsel in the Europe and Central Asia division of Human Rights
Watch, and Widney Brown, deputy program director for Human Rights Watch. Dinah
