Acknowledgements

This is a joint report by three divisions of Human Rights Watch: the Children’s Rights, the Europe and Central Asia and the HIV/AIDS divisions. It was researched and written by Genine Babakian, a consultant for Human Rights Watch, who conducted most of her research in Moscow and St. Petersburg, Russia in March, 2004. Subsequent interviews were conducted by telephone. Special thanks go to Inessa Romm, Galina Stolyarova and the staff of the Human Rights Watch office in Moscow for their research support. The report was edited by Lois Whitman, executive director of the Children’s Rights Division, Joanne Csete, executive director of the HIV/AIDS Program, and Rachel Denber, acting executive director of the Europe and Central Asia Division. Joanne Csete also contributed a vast amount of information on HIV/AIDS and, in particular, prevention of mother-to-child-transmission. Her previously published report, “Lessons Not Learned: Human Rights Abuses and HIV/AIDS in the Russian Federation,” published by Human Rights Watch in April 2004, also provided ample background for this report. Fitzroy Hepkins, Andrea Holley, Veronica Matushaj, Dana Sommers, and Anna Sinelnikova provided production assistance.
