This report was researched and written by Malcolm Hawkes, researcher, Moscow Office, Europe and Central Asia Division. The bulk of the information for the report was gathered in two research missions to Minsk and Grodno, Belarus: a two week trip in October and November of 1998, and one week in February 1999. Additional information was gathered on previous research trips.
