ACKNOWLEDGMENTS

This report was researched and written by Malcolm Hawkes, researcher, Moscow Office, Europe and Central Asia Division. It was edited by Mike McClintock, deputy director, Program, and by Joseph Saunders, associate counsel for academic freedom, Human Rights Watch. The report was formatted by Alex Frangos and Liuda Belova, coordinator and associate, respectively, Europe and Central Asia Division. Production assistance was provided by Patrick Minges, publications director, and Fitzroy Hepkins, manager, Human Rights Watch.

The bulk of the information for the report was gathered in two research missions to Minsk and Grodno, Belarus: a two week trip in October and November of 1998, and one week in February 1999. Additional information was gathered on previous research trips.

Human Rights Watch would like to express our gratitude to the Belarusian Helsinki Committee, the Belarusian PEN Center and the many students, lecturers, academics, and human rights activists who gave generously of their time during the gathering of information and canvassing of opinions. In particular, we would like to thank Svetlana Kurs of the Belarusian Helsinki Committee for valued assistance.

Human Rights Watch assumes full responsibility for the contents of the report.
