Thai authorities should end intimidation and forced deportations of Lao Hmong refugees detained in a camp in Petchabun province, Human Rights Watch said today. Human Rights Watch expressed concern for the well-being of some 1,300 Lao Hmong who escaped from the Huay Nam Khao camp and did not return following a mass protest two weeks ago.

The Burmese government should immediately halt forcibly evicting people displaced by Cyclone Nargis from their temporary shelters, Human Rights Watch said today. The Burmese government should abide by its pledge to the United Nations and allow full humanitarian access to all cyclone victims.

Universal Periodic Review of Sri Lanka
Human Rights Watch's Submission to the Human Rights Council
Major hostilities between the Sri Lankan government and the Liberation Tigers of Tamil Eelam (LTTE) resumed in mid-2006 and in January 2008 the government formally withdrew from the ceasefire in place since 2002. Since then the fighting has claimed hundreds of civilians lives, and tens of thousands more have been displaced. Human Rights Watch has long documented serious violations of international human rights and humanitarian law by both parties to the conflict. We are deeply concerned that with the ceasefire’s end, abuses will intensify.

President Lee Should Press Beijing to Stop Deporting North Korean Refugees
South Korean President Lee Myung-bak should use the occasion of the Olympic torch’s passage in Seoul on April 27 to urge Beijing to stop arresting and repatriating North Korean refugees in China, Human Rights Watch said today. The torch relay, which up to now has been dogged by protests over China’s human rights abuses at home and in Tibet, will also pass through the North Korean capital Pyongyang on April 28, one place where protests are not expected.

“No Safe Haven: Accountability for Human Rights Violators in the United States"
Hearing before the Senate Judiciary Subcommittee on Human Rights and the Law
Human Rights Watch appreciates the invitation to submit a statement for the record on this important subject. On December 6, 2006, the US Department of Justice took an unprecedented step to ensure accountability for human rights violators who are in or come to the United States. The department brought the first-ever criminal charges for torture committed abroad. The charges are against Charles “Chuckie” Taylor, Jr., the son of the former Liberian president Charles Taylor and also a US citizen, who entered the United States in March 2006. The charges relate to Taylor, Jr.’s role in committing torture as head of a security unit under his father’s presidency in Liberia.

Thailand: Protect Hmong Refugees
More Than 8,000 Lao Hmong at Risk of Forced Repatriation
The Thai government should not forcibly repatriate thousands of Lao Hmong refugees currently detained in Thailand to likely persecution in Laos, Human Rights Watch said today. The Thai-Lao border committee will meet from September 2-4 to decide the fate of Hmong refugees at a camp in Petchabun province.

Bhutanese Refugees: The Right of Return, the Chance for Resettlement

Bhutan may profit from evocative tourist images of an isolated cloud kingdom whose people live in serenity and colorful traditional dress, but for many Bhutanese it's far from idyllic. It's a place where citizens can't get a government job, buy or sell land, or open a business without a police-issued card attesting that the bearer is not "anti-national." But it's still home - or at least it should be - for the more than 100,000 Bhutanese citizens expelled in the early 1990s.

This 86-page report discusses the possible solutions to this protracted refugee situation and the choices the refugees now face. It describes conditions of the ethnic Nepali refugees who have languished in exile in Nepal and India, and also documents continuing discrimination against the ethnic Nepalis still living in Bhutan, who live in fear that they too could be stripped of their citizenship and expelled from the country.
