Refugees and Internally Displaced Persons in Armenia, Azerbaijan, Georgia,
The Russian Federation, and Tajikistan
Armed violence and violations of human rights have led to waves of
population displacement in the former Soviet Union and many of the countries
of the Commonwealth of Independent States (CIS) on a scale unseen since
World War II. In the late 1980s, previously rigid and centralized government
control relaxed and weapons became readily available, leading to the outbreak
of some 10 armed conflicts or sustained, organized violence that lasted
from weeks to years. None of these conflicts has been fully resolved, and
some of them rage today.
