Yemen’s democratic transition slowed down in light of intense armed clashes and recommendations proposed by the national dialogue committee were not implemented. A draft constitution has yet to be finalized, and the timeline for a referendum and elections are unclear. A draft of Child Rights Law, banning child marriage, child labor, and the recruitment of child soldiers remained pending in the Yemini cabinet. Human trafficking camps continued to operate despite a number of government raids. Landmine clearance activities were suspended in neighborhoods, further endangering civilian lives. The U.S. remained unwilling to release basic information on its drone strikes, including the number of casualties and the legality of the attacks.
