Iraq’s second city, Mosul, has been taken over by ISIS, an offshoot of al Qaeda. Tens of thousands of refugees, as well as US-trained Iraqi forces, are fleeing the area. Although ISIS was formed in Iraq, it’s one of the armed groups fighting government forces in Syria. The militant group wants to create an Islamic state, and has taken cities across parts of Syria and Iraq.

ISIS’s victory in Mosul underscores the failure of Iraq’s US-trained and funded forces to keep civilians safe. Additionally, in fighting against ISIS and other armed groups, Iraq’s forces have shelled hospitals and dropped barrel bombs on residential neighborhoods, in a reckless disregard for civilian life.
