The
consultation period set out in the Home Office discussion paper expires in
August 2004. It is hoped that the U.K. government will use that period to
consider carefully the necessity of derogation from its human rights
obligations and the cost and efficacy of indefinite detention. In particular,
the release of detainee M, the mental health impact of the indefinite detention
of detainee G, the effect on race and community relations, and the conclusions of
a group of senior parliamentarians motivated primarily by the need to protect
the public, should give the government considerable pause about the wisdom of
its present approach.
