Alexander Petrov, deputy director of the Moscow office of Human Rights
Watch, is the author of this briefing paper. It was edited by Diederik
Lohman and Rachel Denber, respectively senior researcher and acting
executive director of the Europe and Central Asia Division of Human
Rights Watch, Veronika Leila Szente Goldston, advocacy director,
Emanuela-Chiara Gillard, consultant to the legal office of Human Rights
Watch, and Iain Levine, program director at Human Rights Watch. It is
based on research by Alexander Petrov and Anna Neistat, director of the
