Human Rights Watch has updated its Cluster Munition Information Chart. The chart shows which states have stockpiled, produced, used, and been affected by cluster munitions and which states have signed and ratified the 2008 Convention on Cluster Munitions (CCM).

For the past three years, we have often heard that the work of the CCW on cluster munitions is a useful and complementary parallel process to the Oslo Process that has produced the Convention on Cluster Munitions. As we sit here today, the dichotomy between the success and impact of the two processes could not be more stark.

Back in 2006, Israel's profligate use of cluster munitions in Lebanon caught the public eye, nowhere more so than in the Arab world. During the 34-day war between Israel and Hezbollah, Israeli forces rained rockets loaded with cluster munitions on south Lebanon, the vast majority in the last 3 days of the conflict.
