The year 2010 is already well under way.  Spring is not far off, but the centre of Grozny is still bathed in the New Year illuminations.  It's about 9 in the evening and a friend from "Memorial" and I, both here for work, are walking along the main street, which is today called Putin Prospect.  Multi-coloured fairy lights twinkle and shop windows blaze.

(Washington, DC) - Burkina Faso and Moldova ratified the convention banning cluster munitions on February 16, 2010, the final two ratifications needed for it to become binding international law. The convention will now enter into force on August 1, 2010.

(Washington, DC) - US Immigration and Customs Enforcement arbitrarily detains refugees and holds them indefinitely for failing to meet paperwork requirements, Human Rights Watch said in a report released today. People who have already been accepted as refugees face an often confusing requirement to apply for a green card for legal permanent resident status, after a year in the United States.
