    As the Security Council considers adopting a resolution on arrangements for the follow-on by the United Nations of the European operation in eastern Chad and the northeastern Central African Republic, Human Rights Watch offers further concrete and practical measures that the Security Council can take now to reduce abuses and enhance the protection of civilians.

    I am writing to urge your government to ensure that asylum seekers and refugees in Kyrgyzstan fully enjoy the protections to which they are entitled under international and Kyrgyz refugee law. Human Rights Watch also urges you to ensure that the government investigates the recent disappearance from Kyrgyzstan of an Uzbek asylum seeker and to actively inquire after and monitor the situation of individuals returned or extradited to Uzbekistan, returns which were in violation of international law.

Refugee, internally displaced, and migrant children are among the world's most vulnerable populations and are at particular risk of abuse when they are separated from their parents and other caregivers. Human Rights Watch works to ensure that governments respect the rights of these children and act in accordance with the best interests of each child.
