Holly Cartner

Holly Cartner became director of Human Rights Watch's Europe and Central Asia division in 1995 after serving as deputy director and researching human rights abuses in Romania, Bulgaria, and Germany. She has conducted high-level advocacy at the Organization for Security and Cooperation in Europe, the United Nations, the Council of Europe, the European Union, and in numerous countries in the region, including in Uzbekistan, Bosnia-Herzegovina, and Turkey. Cartner graduated from the University of North Carolina at Greensboro and earned a law degree and an M.A. in political science with a specialization in East European Studies from Columbia University.
