Support the United Nations in its efforts on behalf of orphans in Russia Write to Carol Bellamy, Director of the United Nations Childrens Fund (UNICEF), calling on UNICEF to step up its efforts on behalf of institutionalized children in Russia. Specifically, it should work with the Russian government to develop and implement policies of de-institutionalization, develop the campaign to combat widespread prejudice and ignorance regarding abandoned children, and publicize emergency hotlines available to children in Russian institutions.
