In many war zones, innocent civilians are victims of systematic rape, looting, torture, displacement, abduction, and murder. While Human Rights Watch has achieved some success in bringing pressure to end these abuses, in too many war zones today, the calculated targeting of civilians continues unabated.
Because most people are powerless to protect themselves in war, Human Rights Watch sends its investigators to conflict regions to interview civilians and document the abuses being committed against them. Our careful investigations often yield the first solid evidence to document these atrocities.
In Russias war against separatists in Chechnya, we were the only human rights organization to station researchers at the border to address the grave human rights violations being committed by Russian troops. Our investigators also provided the world with specifics about

| how the opposing Chechen fighters provoked attacks on Chechen civilians by firing on Russian aircraft from cities and villages. We used our findings to call on the United Nations and the Council of Europe to investigate the matter further and to put pressure on Russia to end these abuses.
Investigating and documenting human rights violations against civilians are crucial to compelling the international community to acknowledge the occurrence of war crimes and to take necessary actions to force the perpetrators to end their criminal behavior.
