Iraq:
In December, the U.S. voted in the United Nations Security Council to streamline delivery of humanitarian goods to Iraq. Do you support
relaxing the embargo on Iraq's civilian economy?
Follow-up:
All serious observers agree that the Iraqi government is responsible for much of the country's sorry plight. But the U.S. is nearly alone in arguing that all the blame rests there. Instead of disparaging crisis reports from agencies on the ground in Iraq, the U.S. should admit that the sanctions have played a big role in causing an awful humanitarian crisis.

Human Rights Watch recommends:
The United States should:
promptly implement the December resolution in the United Nations to streamline delivery of humanitarian goods (which the U.S. has not done);
lift restrictions on non-military economic transactions, while
strengthening blocks against military imports;
set up an international war crimes tribunal to indict officials
responsible for genocide and war crimes; and adopt a reasonable and transparent policy on "dual-use" goods
