Would the candidate support rapid and serious U.S. action, including the commitment of international troops, to stop the ongoing slaughter of civilians in Africa? What would the candidate have done in Rwanda in April 1994?

Follow-up:
Don't let the candidate claim that there wasn't much the U.S. could have done in Rwanda. Our research has shown that prompt and decisive diplomatic intervention in Rwanda in 1994 might have prevented the genocide, and that the dispatch of a couple of thousand international troops would almost certainly have done so.
Human Rights Watch recommends:
The United States can and should be prepared to use its influence to avert genocide or the mass killing of innocent people.
