Child Soldiers Ratification Campaign Uruguay Uruguay maintains a clear "straight-18" position and was the host of the Coalition's Latin America regional conference. Uruguay signed the Optional Protocol in September 2000. Success! On September 9, 2003, Uruguay ratified the optional protocol to the Convention on the Rights of the Child on the involvement of children in armed conflicts.
