Child Soldiers Ratification Campaign Mali Mali maintains a clear "straight-18" position and has played a leadership role on this issue in the UN Security Council, OAU and ECOWAS. Mali signed the Optional Protocol in September 2000; the Malian President participated in the special ceremony organised by the Coalition at that time. Success! On May 16, 2002, Mali ratified the optional protocol to the Convention on the Rights of the Child on the involvement of children in armed conflicts.
