Uzbekistan: Journalist Sentenced to 10 Years
With Repression Continuing, EU Should Not Drop Sanctions
Uzbek authorities should immediately and unconditionally release an independent journalist sentenced on October 10 on politically motivated charges, Human Rights Watch said today. Solijon Abdurakhmanov, a journalist known for his critical reporting, was sentenced to 10 years in prison for selling drugs, an offense he did not commit.

EU policy toward Uzbekistan is at a crossroads. In two weeks’ time, you will decide on the fate of one of the most significant policies the EU has adopted in the name of human rights – the sanctions imposed in response to the May 2005 massacre at Andijan, in which Uzbek security forces killed hundreds of civilians, and the ensuing government crackdown on civil society.

Uzbekistan: Free Human Rights Activist
Government Critic Held on Fabricated Charges, Ill-Treated in Custody
Uzbek authorities should drop all charges against a human rights defender and opposition activist who faces politically motivated prosecution and immediately release him, Human Rights Watch said today. The trial against Akzam Turgunov resumes on September 16, 2008 in the remote town of Manget. Human Rights Watch also called on the authorities to ensure that Turgunov gets medical care for burns he suffered from ill-treatment in custody.

Five Activists Win Human Rights Watch Awards
Honored for Courage in Exposing Abuse and Seeking Justice
Five brave and selfless advocates of human rights from Burma, Congo, Saudi Arabia, Sri Lanka and Uzbekistan have been awarded the prestigious 2008 Human Rights Defender Awards, Human Rights Watch said today. All five have been persecuted and threatened for their work. One winner, Saudi lawyer Abd al-Rahman al-Lahim, is, which Human Rights Watch urges the Saudi government lift so that he may receive his award in person in London.

Uzbekistan: Release Independent Journalist
Trial of Government Critic Begins
Uzbek authorities should drop all charges against an independent journalist facing politically motivated prosecution and release him, Human Rights Watch said today. Salijon Abdurakhmanov, a journalist known for his critical reporting of the authorities, goes on trial on September 12, 2008, in Nukus, the capital city of Karakalpakstan, an autonomous republic in Uzbekistan, 1,100 kilometers west of Tashkent.

Uzbekistan: Human Rights Watch Representative Banned
EU Meeting in Tashkent Should Condemn Uzbek Backtracking
The Uzbek government has banned Human Rights Watch’s representative, in direct defiance of the European Union’s express call for the organization’s Tashkent director to be accredited, Human Rights Watch said today. This is the first time that a Human Rights Watch representative has been banned from Uzbekistan.

Uzbek Human Rights Activist Honored
Human Rights Watch today announced that Mutabar Tojibaeva, an Uzbek human rights defender, has been selected to receive the prestigious Martin Ennals Award for Human Rights Defenders in 2008. Tojibaeva is currently serving an eight-year prison sentence for her outspoken criticism of the Uzbek government following the 2005 massacre in Andijan.

Government Repression in Andijan
This 45-page report documents intense government pressure on people who participated in the Andijan protests, families of refugees who fled Uzbekistan in the aftermath of the Andijan violence, and refugees who returned to Uzbekistan. Interrogations, constant surveillance, ostracism, and threats continued to generate new refugees from Andijan. Some of the refugees are fleeing for the second time since May 13, 2005, when government security forces massacred hundreds in an attempt to quell anti-government protests that followed an armed attack on the city.

I am writing to urge that the government of Kazakhstan refrain from extraditing to Uzbekistan Rafik Rakhmonov, an Uzbek asylum seeker. Extraditing Rakhmonov to Uzbekistan would violate Kazakhstan’s international obligations as a party to the 1951 Refugee Convention and the 1984 United Nations Convention against Torture.

Letter to Foreign Minister Kouchner on the EU Central Asia Strategy
In recent months there have been a few positive human rights developments in the region, including notably in Uzbekistan the release from prison of a half-dozen wrongfully detained human rights defenders and an agreement granting ICRC access to prisons. While these developments are to be welcomed, they should not eclipse the overall abysmal state of human rights in the country, and indeed in the region as a whole.

Benchmarks, Consultations and Transparency
Making the EU Central Asia Strategy an Effective Tool for Human Rights Improvements
This 15-page briefing paper proposes specific benchmarks for each Central Asian country, and urges the EU to clearly link progress on the goals with possible future benefits. A similar position was also taken by the European Parliament in its February 20 resolution, which called for the strategy to include a “definition of clear objectives and priorities for the EU’s relations with each of the five countries,” including in human rights.
