To the International Community:

· Rape and sexual assault should be recognized as constituting violations of international human rights standards and humanitarian law. To this end, all international tribunals should fully and fairly investigate and prosecute rape as a war crime under the Geneva Conventions. Further, rape—like murder, deportation and other serious crimes—should be recognized and prosecuted as a constituent crime against humanity, as that term was defined in Article 6(c) of the Nuremberg Charter.

· Investigations of rape and other forms of sexual assault should be conducted by those trained in working with victims of such crimes. Efforts should be made at all times to guard the identity of the victim, to protect her against potential reprisal, and to assist her in receiving the services she requires, such as medical attention.

· The United Nations should ensure that its monitoring of human rights abuse and violations of humanitarian law include reporting on rape and sexual assault against women and that such offenses are properly denounced as torture or cruel, inhuman and degrading treatment.

· All troops deployed by the United Nations, including peacekeeping forces, should receive explicit training that all acts of rape and sexualassault are prohibited, will not be tolerated, and will be investigated and punished.
