· Donor governments should review the human rights records of recipient governments and, in doing so, examine the treatment of women in custody.
· Donor governments should call upon recipient governments to: implement effective prohibitions against sexual misconduct in custodial situations by prison and jail officials, including implementation of clear laws criminalizing such misconduct; provide evidence of mandatory training programs for prison personnel regarding prohibitions on sexual misconduct; demonstrate the existence and enforcement of transparent, impartial mechanisms to investigate allegations of sexual misconduct by prison and jail guards and police; and demonstrate the vigorous prosecution of guards and other prison and jail personnel found guilty of such abuses.
· Donor governments should ensure that assistance for judicial reform assure that laws that discriminate against women in the administration of criminal justice are identified and repealed.
